The Penang State Government believes that the fundamental purpose of development is the betterment of the quality of life for its citizens through adherence to the principles of sustainable development. It seeks an optimal balance between economic growth, social progress, cultural enhancement and environmental conservation. It further recognizes that well conceived and direct development has to be built on informed choices and that governance in a knowledge-based society must, of necessity, rest on a firm foundation of facts and figures. Guided by these principles, the Penang State Government has established the Socio-Economic and Environmental Research Institute (SERI) as the think tank of Penang to formulate strategic planning and policy recommendations.

SERI seeks to encompass the concept of a caring and sharing society, thus incorporating a unique and refreshing approach to the traditional role of a think tank. Its activities concentrate on three main areas's social, economic, and environmental issues. In turn, these are guided by SERI's three-thrust approach's research, preparation and dissemination of information, as well as facilitation of programs which enhance SERI's mission.
