ACTIVITIES
The socioeconomic component is the focus of SERI's concerns. One of Seri's
earliest projects was the Socioeconomic Study of the Indian Community
in Penang, commissioned by the Penang State Government. Based on results
of this study, several actions were initiated, among which is the formation
of the Special Working Committee on Tamil Schools under the Penang Educational
Consultative Council (PECC). A second socioeconomic study was conducted
on the pig-farming industry to evaluate its problems and sustainability
after an outbreak of the Nipah virus that devastated many pig farms in
Malaysia.
SERI also provides monthly economic briefing to the State Government,
as well as produces the Quarterly Penang Statistics. A fortnightly round-up
on the regional economy is presented in the Asian Economic Outlook.
Other significant SERI involvements are the formulation of the Malaysian
Small and Medium Scale Industries Development Plan, concentrating on the
electronics and electrical sector, as well as the Penang State Innovation
Survey in collaboration with the University of Hannover, Germany.
GOOD GOVERNANCE ACTIVITIES
Penang Strategic Development Plan 2 (PSDP2)
SERI is involved in formulating a strategic plan to guide development
for Penang in the next decade, for 2001-2010. To start the process for
this important planning exercise, several sessions with governmental officials
were held to lay the groundwork. Subsequently, SERI organized a very successful
three-day strategic planning retreat at Bukit Merah Laketown Resort for
State Executive Members, Municipal Council Members, Penang Development
Corporation and Penang Regional Development Authority.
People-Friendly Penang Initiative
In collaboration with the Municipal Council of Penang, the People-Friendly
Penang Initiative project focuses on promoting and supporting the principles
of good governance. It aims to make Penang barrier-free and accessible
to children, disabled people and the elderly, specifically through roundtables
and the establishment of demonstration sites. Click here for more information

Penang Local Government Consultative Forum
SERI is appointed as the secretariat to the Penang Local Government Consultative
Forum which aims to garner input of community groups, non-governmental
organizations and other civil society representatives on how to improve
the functioning of local government in the State. Activities of the Forum
include conducting a citizens' survey, holding a capacity building workshop,
creating a website on urban governance to be linked to the municipal councils,
and developing other action plans to address critical issues.
Sustainable Independent Living And Access (SILA)
The Sustainable Independent Living and Access (SILA) program was formed
in February 1998 as a result of the SPI Roundtable on Social Justice.
Receiving financial support from UN ESCAP and ABILIS Foundation. SILA
aims to promote a non-handicapping environment in Penang and has initiated
many activities to build up the capabilities of people with disabilities
and to enhance public awareness of the needs of the disabled. Click here

ENVIRONMENT ACTIVITIES
Sustainable Penang Initiative (SPI)
The Sustainable Penang Initiative was funded by CIDA through the Canada-ASEAN
Governance Innovations Network Program (CAGIN), which is co-ordinated
by the Institute On Governance (IOG). The SPI is also supported by UNDP
and UN ESCAP. The SPI sought to establish a process for public consultation
in developing and using sustainable indicators for monitoring the development
of Penang. It involved five roundtables that covered ecological sustainability,
social justice, economic productivity, cultural vibrancy and popular participation.
Additional roundtables were also held to encourage more input from the
Malay and Chinese communities. At the final People's Forum, report cards
identifying the key indicators were presented to the Government and the

Sustainable Transport Environment Penang (STEP)
The Sustainable Transport Environment Penang (STEP), another spin-off
of the SPI, is a focal point of the Sustainable Transport Action Network.
STEP intends to promote environmental-friendly and affordable access to
all. Funded by the Royal Netherlands Embassy, STEP has embarked on a cycling
study to identify and demarcate cycling paths in Penang, in close co-operation
with the Penang Island Municipal Council (MPPP).
Water Watch Penang (WWP)
Water Watch Penang (WWP) was established after concerns over Penang's
water quality and availability, as well as flooding problems, were raised
during SPI roundtables. WWP aims to promote research, public awareness
and education on water resources. Working in partnership with the Penang
Water Supply Corporation and various authorities, WWP hopes that Penang
will have better management plans in the future and that the citizens
of Penang will learn to treasure their water resources. Click here for

Green Productivity
Together with the National Productivity Corporation, SERI co-organized
a training workshop on green productivity to identify ways to save costs
and minimize wastes, and to improve productivity. SERI plans to promote
the green productivity concept to more industries in Penang.
Management Board of Botanic Gardens
SERI was invited to be a member of the Management Board of the Penang
Botanic Gardens to provide input in developing and maintaining the Gardens
based on environmentally sound principles, and is currently involved in
finding ways to address the problems caused by the feeding of monkeys
in the vicinity.
EDUCATION ACTIVITIES
Penang Educational Consultative Council (PECC)
SERI serves as the Secretariat for the Penang Educational Consultative
Council (PECC) to assist the Penang State Government in developing Penang
into a center of excellence for education. Several working committees
were set up under the PECC, including the Pre-school, International and
Private Schools, Tertiary Education, Non-formal and Special Needs, Arts
Education, and Tamil Schools Working Committees. Among the many programs
launched by these committees are the Bureau of Learning Difficulties (BOLD),
Penang Association for Continuing Education (PACE), and the Arts Education
2000.
Bureau on Learning Difficulties (BOLD)
The Bureau on Learning Difficulties (BOLD) focuses on children who need
more attention and special education programs. The various activities
BOLD has organized include talks, workshops and training sessions for
teachers and parents on learning difficulties, dyslexia, hyperactive children,
and multiple intelligences. Besides facilitating these programs, BOLD
produces and disseminates information on the various types of learning
difficulties. BOLD's office at the Penang Caring Society Complex houses

Promoting Activities for Continuing Education (PACE)
The Promoting Activities for Continuing Education is set up based on
the firm belief that education is a life-long process, and that continuous
learning should be available to a broad spectrum of society. To fulfill
its objective of promoting such a culture of continuous learning, PACE
offers a series of talks and workshops covering diverse areas such as
personal growth, cultural enrichment, leisure activities, spiritual development,

Arts Education Program
Recognizing the positive impacts of the arts on intellectual, social,
moral, cultural and personal developments, PECC has started an Arts Education
Program to provide more opportunities for the children of Penang to be
exposed to other ways of learning and appreciating the arts. A year-long
series offering drama, visual arts, dance, music and video production
activities is available outside regular school schedules to complement
formal education.
Science Pilot Project
A pilot project on raising interest in science and technology was launched
for about 30 secondary school students to participate in a series of activities.
Examples of these activities include an interactive visit to the Science
Museum in Universiti Sains Malaysia, a nature walk in the Penang Botanic
Gardens, a talk and demonstration of scientific elements of drugs and
alcohol abuse, a camping trip to Pantai Acheh to measure some environmental
parameters, exposure to astronomy, and an industrial heritage walk and
talk. Plans to extend this project to more schools are being discussed.

1997
SUSTAINABLE PENANG INITIATIVE (SPI)

SOCIO-ECONOMIC STUDY OF THE INDIAN COMMUNITY IN PENANG
This study was undertaken to establish a database on the socio-economic
position of the Malaysian Indian community in Penang; to review the socio-economic
performance of the community during the NEP and NDP periods and to identify
current issues and problems faced by the community. It aimed to formulate
specific affirmative policies, programmes and projects for development
of the community.
1998
PROMOTING NON-HANDICAPPING ENVIRONMENT FOR PEOPLE WITH DISABILITIES
This project sought to conduct field testing of draft guidelines for trainers
of people with disabilities. It entailed training participants from the
Sustainable Independent Living Access (SILA) to initiate activities aimed
at improving accessibility of the built environment. This project was
funded by UNESCAP
CAPACITY BUILDING FOR PEOPLE WITH DISABILITIES
This project supplements the work of the project described above. It was
funded by the ABILIS Foundation.
SUSTAINABLE TRANSPORT ENVIRONMENT PENANG (STEP)
Under the sponsorship of the Royal Netherlands Embassy, a study on cycling
was conducted and other programmes to promote cycling were implemented.

1999
PEOPLE-FRIENDLY PENANG INITIATIVE
Implemented in collaboration with the Penang Island Municipal Council
(MPPP), this demonstration project focused on promoting and supporting
the principles of good governance by making Penang barrier-free and accessible
to children, the disabled and the elderly. This project was supported
by UNDP.
SOCIO-ECONOMIC STUDY OF THE PIG FARMING INDUSTRY
This study was aimed at assessing the viability of the pig farming industry
in Penang in the light of the Nipah Virus outbreak. It also dealt with
the related environmental issues that need to be tackled.
SMI DEVELOPMENT PLAN
SERI undertook the drafting of the Electrical and Electronics chapter
of the SMI Development Plan, 2001-2005, commissioned by the Ministry of
International Trade and Industries.
INTEGRATED COASTAL ZONE MANAGEMENT PROJECT
SERI was commissioned as sub-consultant to examine the legal and institutional
issues related to integrated coastal zone management in the state of Penang.
This was project funded by Danida
2000
PENANG STRATEGIC DEVELOPMENT PLAN
SERI, leading a team of consultants, formulated of the strategic plan
which charts the direction of development for the Penang from 2001-2010.
It encompasses five strategic thrusts, viz, economic competitiveness,
ecological balance, caring and sharing, cultural vibrancy and good governance
and envisions the development the State of Penang based on the principles
of sustainability, social justice and good governance.
STUDY ON INNOVATION IN PENANG INDUSTRIES
SERI conducted a study on the status of innovation in the industrial establishments
in Penang. This was part of a multi-country study coordinated by Hannover
University, Germany.
STUDY ON HUMAN RESOURCE TRENDS IN THE MANUFACTURING SECTOR IN PENANG
This study was aimed at developing a profile of the labour market in the
manufacturing sector in Penang, assess the human resource issues faced
by the sector and formulate strategies for upgrading the human resource
capacity of the state.
CITIZEN’S SURVEY ON LOCAL GOVERNMENT IN PENANG
This survey was conducted to obtain feedback from the residents of Penang
on what are the most pressing issues related to local government that
require resolution; prioritize the issues that require attention, based
on the feedback from the questionnaire; and to recommend action plans,
programmes and projects to be implemented to resolve the issues identified.
SURVEY ON PRE-SCHOOLS IN PENANG
Statistics from the Penang Department of Education indicated that about
5 percent of children do not attend pre-school. The aim of this survey
was to determine the reasons why these children have not be given the
opportunity to attend pre-school and to recommend measures to overcome
the obstacles preventing them from obtaining this basic education.

SMI DEVELOPMENT PLAN
2001
QUALITY OF LIFE INDEX FOR PENANG
Penang compiled its quality of life index for the first time in 2001,
at both the state and district levels. The index, formulated by SERI combines
the national indicators identified by the Economic Planning Unit of the
Prime Minister’s Department and the indicators developed through
the Sustainable Penang Initiative.
CENSUS ON IT LITERACY OF SCHOOL TEACHERS AND ADMINISTRATORS
This census assessed the level of IT competence among school teachers
and administrators to gauge the extent to which the school system is equipped
to take on the task of preparing students for the Knowledge-Economy.
CREATING A SCIENCE AND TECHNOLOGY CULTURE IN SCHOOLS
This is the expansion of a pilot project conducted in 1998 to inculcate
an interest in science and technology among students in secondary schools.
The programme involves a series of activities including field trips and
talks. It is anticipated that a manual will be developed for the use of
school teachers.
WATER CONSERVATION AWARENESS PROGRAMME
This programme is directed at raising awareness regarding water conservation
issues and is particularly pertinent to a water stressed state like Penang.
The activities include training camps for students and capacity building
for teachers. This programme is jointly executed with Water Watch Penang
and is funded by Ford Motors.
DATABANK ON OCCUPATIONAL HEALTH AND SAFETY
SERI is assisting the State Government to develop a databank on occupational
health and safety that can be used by all the relevant departments. At
present there is no central depository of information on occupational
health and safety and different departments use different criteria for
their records.
STUDY ON PRIVATE INSTITUTIONS OF HIGHER LEARNING (IPTS) IN PENANG
This study is aimed gathering baseline data on the private institutions
of higher learning in Penang, with regards to enrolment, course offerings,
staffing and facilities, in order to facilitate better planning to improve
the competitiveness of such institutions and education services in the
state.

PENANG STRATEGIC DEVELOPMENT PLAN
2002:
PUBLIC-PRIVATE PARTNERSHIPS IN COMMUNITY WASTE RECYCLING
This project is aimed at consolidating collaboration between the Municipal
Council of Penang Island, the private sector and various communities in
the state to undertake waste recycling at the local community level. It
is supported by the Public-Private Partnerships for the Urban Environment
programme of the UNDP.
PENANG QUALITY OF LIFE INDEX 2002
The monitoring of the quality of life indicators and the development of
the state and districts indices are continued.
CREATING A SCIENCE AND TECHNOLOGY CULTURE IN SCHOOLS
This programme is extended to other schools to further nurture an interest
in science and technology in the student population.
STUDY ON LEARNING DIFFICULTIES AMONG PRIMARY SCHOOL STUDENTS
The objective of this study is to collect base-line data on the extent
of learning difficulties among the primary school population in order
to aid in formulating programmes and strategies for special education
in the state.
STUDY ON UNEMPLOYMENT IN PENANG
This is part of a nation-wide study commissioned by the National Economic
Action Council (NEAC) to determine the profile of the retrenched workers
and unemployed graduates as well as determine the effectiveness of training
and re-training programmes implemented by the Government.
RAPID ASSESSMENT SURVEY ON THE ROLE OF THE MEDIA AND ITS IMPACT ON DEMOCRATIC
GOVERNANCE IN MALAYSIA
This is part of a project sponsored by the United Nations Development
Programme (UNDP) to identify how advances in information technology and
the impact of the new media are changing the ways in which Malaysian society
is receiving and digesting information. It also assesses the implications
of these changes for improving democratic governance and participatory
decision-making in Malaysia.
DEVELOPING A PORTAL FOR NON-GOVERNMENT ORGANISATIONS IN PENANG (PenangCares)
This portal aims to disseminate information on the non-government and
community organisations in Penang to facilitate more effective rendering
of their services as well as better communication and collaboration between
the organisations.
ESTABLISHMENT OF THE PENANG LIBRARY NETWORK
This is an on-line network of the libraries of tertiary education institutions
in Penang that will facilitate the sharing of resources and allow students
to access the holdings of all the libraries.
2003:
TRAINING OF SMEs FOR AFTA READINESS
As the full implementation of AFTA comes into effect, many small and medium-scaled
enterprises in Penang are still not fully aware of its possible impact
on their products and businesses. This programme is aimed at raising the
awareness of the SMEs as well as to provide information and training on
how to avoid the pitfalls at the same time to fully harness the potential
opportunities of AFTA.
CREATING A SCIENCE AND TECHNOLOGY CULTURE IN SCHOOLS
This is now implemented as a regular annual programme.
PILOT INTERVENTION PROGRAMME FOR PRIMARY SCHOOL STUDENTS WITH LEARNING
DIFFICULTIES
Based on the study completed in 2003, a pilot intervention programme for
some of the students identified to have learning difficulties will be
implemented. The focus will be on providing learning support and mentoring;
speech and language development; and small group activities clubs for
building confidence and self-esteem.
IMPACT STUDY ON “GROW” (GROWING REHABITATION OPPORTUNITIES
VIA WEB) PROJECT
SERI has been commissioned to conduct an impact study of the GROW project
administered by the Malaysian Council for Rehabilitation to demonstrate
the use of IT and multimedia to improve the quality of life of the disabled
through the capacity building processes to enable the disabled to lead
a more meaningful and satisfying life within the community.
E-WASTE STUDY
This is a study commissioned by the Municipal Council of Penang Island
to determine the flow of e-waste from the commercial, industrial and community
sectors; to conduct a census of the vendors and recycling agents for e-waste;
identify problems associated with disposal of the e-waste and propose
guidelines for the safe management of e-waste.
STUDY ON TRADE, INVESTMENT AND ECONOMIC COOPERATION BETWEEN CHINA AND
SOUTHEAST ASIA: THE CASE OF MALAYSIA
This study is commissioned by the Institute of Development Economics,
JETRO, Japan to examine and analyse economic relations in the form of
trade, investment and economic cooperation between China and Malaysia.

PUBLIC-PRIVATE PARTNERSHIPS IN COMMUNITY WASTE RECYCLING
MAINTENANCE OF PENANGCARES PORTAL
2004:
GREENING OF UNIVERSITI SAINS MALAYSIA AND THE HOTEL BELT IN BATU FERRINGHI
This is a demonstration project to explore environmentally sound options
for treating organic waste, with a view towards resource recovery and
eco-circulation. It is part of on-going efforts to minimise waste generation
and disposal in the state. The project is supported by the Asian Productivity
Organisation based in Japan.
ECO-YOUTH PROGRAMME ON ENVIRONMENTAL CONSERVATION AND EDUCATION
Through a series of conservation camps, youths will be exposed to environmental
issues and trained on skills for dealing with them. This programme is
funded by the Toyota Environmental Activities Grant Programme.
STUDY ON POVERTY IN SQUATTER AREAS OF PENANG
As part of the programme to alleviate urban poverty, SERI has been commissioned
by the State Development Office to conduct a survey in squatter areas
in Penang to collect baseline data and compile a profile of poor households
in these areas.
FORMULATION OF PROJECT PROPOSAL FOR INTEGRATED SOLID WASTE MANAGEMENT
IN TIMOR LESTE
SERI was commissioned by UNDP Timor Leste to formulate a project proposal
for the improvement and integration of solid waste management in the capital
of Timor Leste, Dili.
BASELINE STUDY ON SOCIAL WELFARE SERVICES FOR PEOPLE WITH DISABILITIES
SERI participated in this study initiated by the Ministry of National
Unity and Social Development and JICA to assess the social and physical
facilities available for people with disabilities in selected cities in
Malaysia.
STUDY ON PRIVATE INSTITUTIONS OF HIGHER LEARNING (IPTS) IN PENANG
This study is aimed at updating data on the private institutions of higher
learning in Penang, with regards to enrolment, course offerings, staffing
and facilities, in order to facilitate better planning to improve the
competitiveness of such institutions and education services in the state.

MAJOR ACTIVITIES:
2001:
FORUM ON THE PENANG BOTANIC GARDENS
This forum was organised in conjunction with the Penang Botanic Gardens
Management Committee to seek feedback on plans for expansion and development
of the gardens.
SEMINAR ON INDUSTRIAL INNOVATIONS IN EAST ASIA
This seminar brought together the findings of regional studies on industrial
innovations in Penang, Singapore, Thailand and South Korea. The level
of innovations in these countries will be benchmarked against each other
and that of eight regions in Europe.
SEMINAR ON ECONOMIC OUTLOOK FOR PENANG
This seminar served to present some of the findings of the Penang Strategic
Development Plan to the public and forecast the economic outlook for the
State for the short to medium term.
WORKSHOP ON HOME CARE FOR THE ELDERLY
This workshop included a talk on prevention of falls among the elderly
and demonstration of techniques on home care.
TECHNOLOGY CONFERENCE ON “PENANG – SILICON OR SAND”
This conference was jointly organised by SERI, the Penang Development
Corporation (PDC) and the Commerce International Merchant Bank (CIMB)
to present the prospects of the electronics industry in Penang to fund
managers in the region.
PUTRA LECTURE
The inaugural Putra Lecture on “Educational Excellence in the 21st
Century” was delivered by former Deputy Prime Minister and Chairman
of SUHAKAM, Tan Sri Musa Hitam. This lecture was jointly organised by
the Penang Free School Foundation, Universiti Sains Malaysia and SERI
2002:
PENANG LECTURE
The inaugural lecture in this series was delivered by Tan Sri Razali Ismail
on Sustainable Development in Penang. Tan Sri Razali is the UN Special
Rapporteur on Burma and the Chairman of the Board of Trustees of Yayasan
Salam Malaysia. He was formerly Malaysia’s Permanent Representative
to the UN and served as the Chairman of the Commission on Sustainable
Development in 1993.
PUTRA LECTURE
The second Putra Lecture was delivered by Professor Wang Gung Wu.
SEMINAR ON ASIAN COMPETITIVENESS
This seminar assessed the relative competitiveness of Asian economies,
including China, Korea, Thailand, Philippines and Singapore. It sought
to position Malaysia within this context in order to identify effective
strategies for enhancing the competitiveness of Malaysia in general and
Penang in particular. Proceedings of the seminar has been published.
PENANG ECONOMIC OUTLOOK LUNCHEON TALK
The talks were delivered by En. Md Saad Hashim, Deputy Head of NEAC Secretariat
on “Trends and Policy Issues in Malaysia: The Need for Major Economic
Restructuring” and Dato’ P.Y. Lai, Advisor, Motorola Inc.
on “Identifying and Developing Key Niches for Penang”
2003:
BRIEFING FOR INDUSTRIES ON ELX PORTAL
This briefing was organised in cooperation with the Penang Labour Department
to familiarise human resource personnel from the industries on the use
of the Electronic Labour Exchange (ELX) Portal of the Ministry of Human
Resources.
ROUNDTABLE-BUSINESS SESSIONS ON IMPACT OF AFTA ON LOCAL INDUSTRIES
Two such sessions were organised, one on the island and the other in Seberang
Perai, where local industries were briefed on the implications of AFTA.
Dialogue sessions were also held in which local industrial players could
seek clarifications from relevant agencies on specific issues.
COURSE ON PUBLIC-PRIVATE PARTNERSHIPS TO IMPROVE THE DELIVERY OF URBAN
ENVIRONMENTAL SERVICES
This three-day course was aimed at exploring public-private partnership
options for more effective delivery of environment-related services, especially
by local governments. The course was attended by representatives from
the private sector, government departments, NGOs and academic institutions.
SEMINAR ON SOLID WASTE MANAGEMENT IN PENANG
This seminar was held to explore the solid waste management options for
Penang and to seek stakeholder feedback on them.

- Organising seminars and talks on economic issues relevant to Penang
SECRETARIAT TO PENANG EDUCATIONAL CONSULTATIVE COUNCIL (1998-present)
- Servicing committees of the PECC on tertiary, pre-school and non-formal
education as well as Tamil schools
- Assist in organising activities of the committees, including workshops
and research studies
- Coordinating activities of Arts-Ed, PACE and BOLD
SECRETARIAT TO PENANG LOCAL GOVERNMENT CONSULTATIVE FORUM (2000-present)
- Organising consultative forums between NGOs, State Executive Councillor
on Local Government, Municipal Councillors, state and municipal officers
- Servicing committees of the PLGCF on Urban Services, Public Education
and Awareness, Housing, Governance and Environment
- Coordinating and organising activities of the committees, especially
waste management issues.
SECRETARIAT TO STEERING COMMITTEES OF K-ICT COUNCIL (2002-present)
- Assist in administration of K-ICT Council
- Servicing Steering Committees of the K-ICT Council on e-Economy, Connectivity,
Knowledge-Worker Development and Digital Equity.
- Overseeing, coordinating and organising programmes, projects and activities
of the Steering Committees.
