To serve as the “think tank” of Penang, formulating strategic planning and policy recommendations based on sound research, analysis and judgement underlined by a caring and sharing society concept.
SERI’s History
SERI was established on 19 March 1997, and officially launched on 8 November 1997 by the Chief Minister of Penang, YAB Tan Sri Dr. Koh Tsu Koon, as an independent, non-profit organization, incorporated as a company limited by guarantee. It is under the charge of a Board of Directors which oversees the smooth operation of the institute by providing guidelines, which helps sets its research agenda and manage its finance.
